The modeling guidelines are the most essential part of the COMNET program. They methodically go through the building descriptors for the proposed design and the baseline building, when applicable.

Note the modeling guidelines for Standard 90.1-2001 were developed to support the IRS tax deductions. This program has expired and this set of modeling assumptions are no longer relevant.

Note the modeling guidelines for Standard 90.1-2016 include addendum 'bm" which introduces the Performance Cost Index (PCI) and fixes the baseline for this and future code versions to be roughly equal to Standard 90.1-2004.
